Flat Roof Replacement in Tucson, AZ
Built-Up Roofing Done Right — With Primer, Proper Hot-Mop Ratios, and Two Full Coats.
Flat roofs — technically low-slope — are common across Tucson on older mid-century homes, additions, carports, and much of the city’s commercial stock. Done right, a Tucson flat roof lasts decades. Done wrong — with skipped primer, thin coating, or the wrong hot-mop ratio — it peels within years. DSR doesn’t cut those corners.
Why Tucson Homeowners Choose DSR for Flat Roof Replacement
Veteran-Owned. Tucson-Rooted.
Founded by Bill Kimbley — a decorated U.S. Air Force veteran with 20+ years of service and two tours in Afghanistan.
Connected to Tucson since 1997. DSR was built here because he saw contractors inflating scopes, pushing unnecessary replacements, and treating homeowners like cash cows — and decided Tucson deserved better.

Built-Up Roofing (BUR): Tucson’s Standard Flat Roof System
Most Tucson flat roofs are built-up roofs with multiple layers of roofing felt mopped with hot asphalt, sealed with primer, and topped with a white elastomeric coating. It’s a proven system when built correctly. Three things separate a properly built BUR from one that fails early.
First, the proper amount of asphalt must be used to hold down the felt. Second, a primer must be applied to the felt before applying the coating. Finally, the coating must be applied at the proper thickness so that it won’t thin out too soon after the roof replacement. These three details are the keys to ensuring you don’t waste money on your BUR replacement.
Why Primer During A Flat Roof Replacement Matters
Hot-mop felt is oil-based and elastomeric coatings are water-based acrylic. When oil-based materials are coated with water-based materials, they need a transition layer. This is where an emulsifying primer is extremely important. Many roofing companies skip this critical step to save money on the installation. Desert Sky Roofing always applies a primer between the ply and the coating. In fact, we apply TRC 297-X Waterproofing Primer or 295-G emulsifying primer on every flat roof replacement. These primers are specifically formulated for connecting asphalt products with acrylic products.
“Almost every couple of weeks we run into a flat roof that was hot-mopped in the past four or five years with the coating already peeling. Same cause every time: no primer over the oil-based ply sheets. It’s a shortcut that fails, and the homeowner pays for it twice.”

Flat Roof Replacement FAQs
Honest answers to the questions Tucson homeowners ask most.
What is a built-up roof (BUR)?
A BUR is a flat roof system built in layers — typically two plies of roofing felt hot-mopped together with asphalt, sealed with an emulsifying primer, and topped with two coats of white elastomeric coating. It’s the standard flat roof system in Tucson and has been for decades. When built correctly, a BUR lasts 20+ years with periodic recoats.
What’s the difference between a standard BUR and the 27-year green system?
Standard BUR uses hot-mopped asphalt felt with primer and two coats of TRC 7000 or 10000 — 10-year DSR workmanship, recoat every 5–7 years. The 27-year system uses no hot asphalt: peel-and-stick base, X-PU 50-year membrane, polyester fabric embedded full-surface, and TRC 10000. Recoat cycle extends to 14 years and it carries TRC’s 27-year manufacturer warranty (only available through Certified Master Applicators like DSR).
How long does a flat roof last in Tucson?
A properly built BUR with quality coating lasts 20+ years total, with recoats every 5–7 years. The 27-year green system is designed to go 27 years before full replacement. Where most flat roofs fail early is installation shortcuts — missing primer, thin coating, wrong hot-mop asphalt ratio.
Why is the primer between the hot mop and the coating such a big deal?
Hot-mop felt is oil-based; elastomeric coating is water-based acrylic. Without a transition primer (TRC 297-X or 295-G) the coating won’t bond to the ply — it looks fine for a year or two, then peels. We see this constantly on Tucson roofs hot-mopped by other companies. It’s the single most common flat-roof installation failure, and it’s easy to avoid.
Can I just recoat instead of replacing?
Sometimes — if the underlying ply sheets and deck are still sound, a recoat with TRC 7000 or 10000 can add 10–15 years at a fraction of replacement cost. If the underlayment is delaminating, bubbling, or no longer bonded to the deck, recoating only buys you a little time. A free inspection tells you which camp your roof is in.
How long does a flat roof replacement take?
Most residential flat roof replacements take three to five days depending on roof size, deck repairs, parapet work, and primer cure time. Hot-mop BUR takes longer than shingle because each layer needs to set and the primer needs to cure before coating.
Do I need a permit for a flat roof replacement in Tucson?
No. Pima County does not require a permit if the same roof type is going back on. If you’re changing roof types, we can help you pull a permit.
Can you replace my flat roof if I have AC units or solar on it?
Yes. Flat roofs in Tucson almost always have AC units, ductwork, or solar. We coordinate with an HVAC or solar contractor to lift equipment during the replacement and reset it once the system is complete. Expect a day or two without AC depending on scope — we’ll tell you exactly when at inspection.
What warranties do you offer on flat roof replacement?
Standard BUR: 10-year DSR workmanship warranty. 27-year green system: 10-year DSR workmanship + 27-year TRC manufacturer warranty on materials (available only because DSR is a Certified Master Applicator). All warranties are written and on record.
Do you offer financing or discounts?
Yes on both. Financing is available for qualified homeowners. Discounts for veterans, senior citizens, and first responders. Ask during your free inspection.
